Illegal immigrants left hanging onto tuna net

Immigrants hang on to tuna nets off Italy as the Libyan and Maltese governments argue over who should save them

Twenty-seven illegal immigrants spent a day at sea holding on to buoys around a giant tuna net as the Maltese and Libyan governments argued over who should save them from drowning.

They were picked up eventually by an Italian patrol vessel. The men - Africans of various nationalities - had paid for a passage from Libya to Europe in an open boat that foundered on Saturday.

Soon after their boat went down they were spotted by the Maltese tug Boudafel, which was towing a huge tuna-breeding plant towards Spain.

The men said the tug threw them a line and began towing them, ahead of the plant.

Floating circle

When their boat sank the men grabbed the steel cable connecting the breeder to the tug and worked their way on to buoys that formed a floating circle, about 60 metres across, supporting the system of nets below the surface.

The tug was ordered by her owners not to take the men on board because that would have interrupted her voyage.

The men were transferred after 24 hours to the Italian naval vessel Orione, which was in the area searching for another boatload of migrants that had become known as the “phantom boat”.

Phantom boat concern

That was an open boat, crammed with 53 men, women and children, sighted and photographed from the air on Monday last week about 145km south of Malta. Its engine had stopped and it looked as if the boat was in difficulty, but contact was lost.

At first it was thought that the tuna buoy survivors had been on that boat, but it became clear that there was no connection. The authorities now fear that the occupants of the “phantom boat” are dead. The 27 migrants told Italian authorities their engine broke down several days after leaving Libya last week.

The decision not to take the survivors on board the tug may have been prompted by the experience of the Spanish trawler Francisco Catalina. It rescued 51 “illegals” and then stood off Malta for a week because the Valletta authorities refused them permission to enter harbour.

Her captain was told at the weekend that he could not land them there.

Failed negotiations

Malta, which in recent weeks has had to deal with several illegal landings, contacted the Libyan Government about the shipwrecked immigrants but, after many hours, diplomatic negotiations broke down and Valletta called on other European states to intervene.

The men were located by Italian navy reconnaissance aircraft about 140km southeast of the Italian island of Lampedusa. According to a navy spokesman, the 1580-tonne Orione sent ahead her helicopter to drop lifejackets and arrived on the scene in the early evening to take the men on board.

They landed yesterday at Lampedusa, where there is a permanent detention centre to cope with the flow of illegal migrants who land either directly on the island or are picked up by Italian patrol vessels.

Increasing migrant numbers

Since the start of the year, 3149 people have arrived illegally on the Italian coast, a significant drop from last year. However, there has been an increase in recent weeks in the number of migrants attempting to cross the Mediterranean. Authorities say that the warm weather and calm seas have played a role.

Last year, more than 31,000 people, mainly from Africa, landed illegally on the Canary Islands, seen as an outpost for entry into the European Union.

That was six times the number in 2005.

Canadian police seek man who requests groin-kicks

Police in Ontario are looking for a man who allegedly approached women and asked them to kick him in the groin.

Three women reported similar incidents to police over the past two months, and two of the women reported the suspect was on a bicycle. None of the women reported injuries.

Police Sgt. Cate Welsh said Monday the man’s request is not a crime, but they are concerned nonetheless.

“That kind of behavior tends to be a precursor to sexual assault. That’s what we’re trying to determine,” Welsh said.

That’s not cool.

‘How-to’ torture manual found in Al Qaeda safe house

Al Qaeda terrorists use blow torches, electric drills and meat cleavers to torture and force information out of their victims, according to a “how-to” book discovered in a terrorist safe house in Iraq.

The Defense Department recently released disturbing images and cartoons showing how to torture a captive found by American forces during a raid on a Al Qaeda safe house a few weeks ago. They also found photos of tortured Iraqi victims.

The book guides followers of Al Qaeda how to interrogate and torture captives.

The drawings and cartoons depict ways to use electric drills and irons, meat cleavers and other devices to force victims to talk or harm them.

Some of the drawings show how to drill hands, sever limbs, drag victims behind cars, remove eyes, put a blowtorch or iron to someone’s skin, suspend a person from a ceiling and electrocute them, break limbs and restrict breath and put someone’s head in a vice.

Items found at the safe house include electric drills, hammers, blow torches, meat cleavers, pliers and wire cutters, chains, screw drivers, whips and handcuffs.

Earlier this week U.S. troops found the information near Baghdad, along with five Iraqis being held.

Gen. Peter Pace, chairman of the Joint Chiefs of Staff, told reporters Thursday that Al Qaeda poses a dangerous threat to the United States for years to come.

“Clearly, whatever military advice we give, both in Iraq and regionally, must take into account that this group — of Al Qaeda — has targeted free nations, to include the United States, and how our long-term plan and our long-term recommendations must deal with that very real threat to the United States,” Pace said at a Pentagon briefing.

Defense Secretary Robert Gates said the United States continues to direct most efforts to defeating Al Qaeda, but he predicted insurgents in Iraq will ramp up attacks this summer

“I think the worry that we have is clearly what we have seen over the past year: that whatever progress is made — and particularly in the last few months — often is overshadowed when Al Qaeda will launch a major attack that kills a lot of innocent civilian Iraqis,” Gates said.

Police find man’s body in toy box

Police investigating a fatal stabbing at a southwest Houston apartment complex early today found the victim’s body inside a child’s toy box.

The man considered the prime suspect in the slaying remained at the scene when police arrived about 8 a.m. at his apartment in the 6000 block of Gulfton.

“He’s downtown being interviewed,” said Sgt. T.R. Hernandez, with HPD’s homicide division.

The victim met the accused assailant late Tuesday at a nearby bar, police said, and later saw him walking toward the apartment on Gulfton.

“The (victim) offered him a ride and brought him back here. They went inside and some kind of disturbance took place,” Hernandez said.

Police later today had not determined why the assailant stabbed the victim several times.

Investigators found bleach poured on the floor and the carpet of the apartment.

“He did try to clean up the place,” Hernandez said.

Detectives recovered the knives used in the slaying after the suspect told them he tossed them into a Dumpster near the apartment.

The victim’s identity has not been determined. Charges against the suspect are still pending.

That’s pretty hardcore.

Bride turns down “dark” groom

Turned down for marriage due to his dark complexion, an Indian man staged a hunger strike outside his would be bride’s house for two days before she finally relented, an official said Saturday.

Saral Prasad, the 23-year-old groom in eastern Bihar state, said he would not budge from the girl’s village home after she refused to marry him earlier this week in an arranged marriage because he was too dark.

Rajani, 19, changed her mind after two days and the couple got married, Arun Kumar Mishra, a village council official said.

“We were all taken by surprise but Rajani was finally moved by the gesture of the young man and married him,” Mishra said.

Most Indian women, especially those in rural areas, often have no choice in matters of marriage, and are coerced into it by relatives and parents

Hong Kong man loses appeal in internet piracy case

Chan Nai-ming, a 38-year old Hong Kong man convicted of sharing pirated movies, has lost his final appeal in the territory’s highest court and will now have to finish serving a three-month prison sentence. He used the screen name “Big Crook” and is believed to be the first person to receive jail time for distributing movie files using BitTorrent. Chan was originally charged in April 2005 for copyright infringement after uploading and distributing three Hollywood movies — Daredevil, Red Planet and Miss Congeniality. He was sentenced in November 2005 and had served several weeks in prison before filing a series of appeals.

Chan’s lawyer argued before the Court of Final Appeal that he only uploaded the movies and did not distribute them, but the court dismissed the distinction: “He plainly succeeded in distributing copies of the films in question. The appeal must accordingly be dismissed.” The Hong Kong government said Chan’s conviction was a milestone in the fight against illegal online sharing of intellectual property and that since his arrest illegal file-sharing had fallen by 80%.
